The Port Master plan, which was recently delivered to the Legislature, wants the people of Guam to spend $195Million so that our port can handle the cargo capacity for the speculated military buildup. Why? In the same report it estimates that our current capacity is sufficient for even after the buildup is over. Why should the people of Guam and our children agree to subsidize the profits of shipping companies (they can unload faster) and the Federal Government? There is no guarantee that the military will arrive and even if there is the Feds should be paying us not the other way around.
