The recently signed PL 30-32 allows the Port Authority of Guam’s management to establish pay scales for employees. Surprise, surprise they gave themselves huge raises (from $65.6k to $177.6k) while the lowest paid employees actually get less (from $14.0k to $11.3k)! On top of this they actually created four new Pay grades that allow them to make up to $300k per year! The people in the middle of the pay scale that actually do the work unloading and loading ships got a pittance. This is a prime example of how things are not suppose to be done. The Port spent a lot of public money to hire a consultant to give management the results they asked for.
