An important piece of legislation has been introduced to the House and Senate, the Employee Free Choice Act (EFCA). EFCA would ensure that workers have a free choice and a fair chance to form a union. It establishes stronger penalties for employers who violate employee rights when workers want to form a union. Working families are struggling, and giving workers a chance to form unions to negotiate for better wages, working conditions, healthcare, job security and other benefits is vital during a falling economy. Stronger union presence in Guam in both the public and private sector will help build better jobs so that our workers can take care of their families. Economic opportunity for our island’s families will continue to decline unless we implement labor law reforms.
