This week the legislature was faced with having to find $4.7Million for DOE in order to refrain from shutting down schools. For years, we have been spending less than half of what we should be spending per child in our education system. Unfortunately, this isn’t the only area in our public structure struggling with a small budget. Our entire public structure lacks the needed funds to properly function. Qualifying certificates (QC) play a large part in the inefficiencies of our public structure. Large businesses have been receiving tax breaks in return for their business investments that would supposedly stimulate Guam’s economy. The amount of taxes that should have been paid by these businesses could have gone towards crucial areas in our public structure such as our education, safety, and health care. Instead of relying on generating revenue from tourism, we should focus on getting these businesses to pay their fair share of taxes.
