After days of interrogation with the Port’s Chairman of the Board of Directors on the Port Master Plan, we found out GovGuam is spending $4.3Million more on top of the already signed contract of $400,000K to an off-island consulting company. The $4.3Million didn’t even go through the proper procurement process. This is just one example of why we need more accountability in our Government. Another example, DPW spent $20Million on an off-island consulting company to fix our roads. With the large amount of money we have been spending on one off-island company to perform one study, we could have hired several consultants to do multiple studies that would be more cost-effective for the people of Guam. Although we are given federal funding for these projects, it is still the people of Guam’s money and we should spend it wisely in our island.
