The first health care reform bill which came out of the Senate finance committee excluded the people of Guam and all the other territories. There is still one more Senate bill from their Health care committee and three from the house of reps that need to come out of committees before they are all merged into one. The Senate budget office determined that to include the Guam, Puerto Rico, CNMI, Am. Samoa and the US Virgin Islands it would cost the US $20B over the next 10 years or for about the same cost as 2 months of the war we could provide basic health care for every American that live in the territories.
