Many of our working families find it difficult to make ends meet while costs are rising and wages are stagnant. In efforts of strengthening our economy, Qualifying Certificates are given to several big businesses as a form of a tax break in return for stimulating and strengthening our economy. However, several of these businesses often pay low wages and offer few benefits to their employees, which do not help our economy. Several states in the nation have implemented a Living Wage Law which requires businesses who receive tax breaks or contract out their services to the Government to pay higher than the federal minimum wage. The intent of improving and strengthening our economy through the Qualifying Certificate Program doesn’t seem to fulfill its purpose because there are no guidelines or restrictions. By implementing a Living Wage Law, it would increase our wages to grow our middle class and help build Guam’s economy.
