“EIS predicts that 75% of the civilian jobs from the buildup will go to people from off island!!! How does this benefit our people again?” As we are preparing for the big military build-up that will heavily affect our island, we need to think about how this can improve the welfare of our local residents. One of the problems our island experiences is the lack of job opportunities. Wages are already so low and unattractive that many people leave off-island. We may all be excited that the Military build-up will provide more jobs but if majority of the jobs will go to the people off-island then this isn’t much of an improvement. We need changes that will better the quality of lives for the people of Guam. What do you think?
