By law, all public employees are encouraged to speak up if any GovGuam agency commits illegal and unethical practices. 4GCA Chapter 4 Article 5 Public Employee Protection gives public employees the right to “disclose information on actions of agencies that are not in the public interest…in order to reduce the waste and mismanagement of public funds, to reduce abuses in government authority, and to prevent illegal and unethical practices.” If an appointing authority or supervisor shows any form of retaliation against an employee who speaks up, then they “shall be subject to a fine of no less than $500 and no more than $1,000.” It’s important that all public workers are aware of this right and apply this law when needed for the good of the entire community.
