The new prevailing wages for Federal Construction projects on Guam once again treat Guam’s workers as second class citizens. For example, a bricklayer on Guam now makes $14.02/hr while in Hawaii they make $37.45/hr. Not only does this rob a worker of $48,000+ per year but it robs our public sector of $100s of millions in lost income tax revenue and local businesses of even more in lost profit. Our Legislature can fix this through local legislation, but of course those few that profit from the importation of low wage workers will fight.
