Guam only spends about $3,878 per person as opposed to US States that spend about $8,328 per person.  Just a few months ago DOE sent memos to teachers and parents asking for suggestions on how to cut costs.  How can we cut costs to something that is already down to the bare minimum?  It’s not right that this is happening at every agency of our public structure.  As a result of low wages, tax breaks and public give-aways, Guam’s families end up suffering with underfunded education, safety and health care while the small 1% reaps in the profit.  We have the money but it’s just not going into the right areas.
