GFT has filed an Unfair Labor Practice against the Guam Department of Education and Taling M. Taitano in her official capacity as Interim Superintendent of Education.  On March 6, 2012, Interim Superintendent Taitano issued a memorandum to all high school administrators establishing changes in working hours for teachers which have not been agreed upon during collective bargaining negotiations.  The parties were and still are in contract bargaining.  GFT demanded that management send notice to administrators rescinding the memorandum pending collective bargaining which unfortunately Management has failed and refused to do so.  Imposing unilateral changes affecting wages, hours and terms and conditions of employment to an exclusively recognized bargaining unit is a violation of the duty to negotiate under the Public Employee-Management Relations Act.  GFT requests that the Governor make corrective action on this matter immediately.  Click here to view letter
