Certain anti-teacher “Bosses” at DOE are also trying to illegally devalue teachers by extending their duty without additional pay, in an effort to lay off employees and save money on the backs of Guam’s working families and public school students.  This is patently illegal and today President Rector sent the following letter to the Superintendent:
 
Dear Acting Superintendent Taitano,
 
As you know, prior to implementing any changes in wages, hours, or other terms and conditions of employment, management has the duty to bargain in good faith with GFT pursuant to the Public Employee Management Relations Act.  We are presently in the process of bargaining.  However, you have sent a memorandum dated March 6, 2012 to all high school administrators with directions to change working hours effective the 2012-13 school year.  The changes in working hours are not changes that we have agreed upon, nor has bargaining been exhausted.  We therefore demand that you send notice to the administrators rescinding the March 6 memorandum pending bargaining with GFT, and send a copy of the notice to GFT.  We also demand written assurance that no change in wages, hours or terms or conditions of employment will be implemented – including but not limited to the proposed changes in hours for school year 2012-2013 — unless and until the parties have completed bargaining and have either come to an agreement or have exhausted all impasse resolution procedures.  Please provide both of these items within 10 days.  Thank you for your attention to this matter.
