The first preparations of contract negotiations between teachers and management started in February 1970 shortly after GFT received exclusive recognition over the teachers.  Team members for GFT were: Robert “Bob” Klitzkie, chief spokesperson; James “Bob” R. Doak, Chairman; Robert “Bob” Wade, Vice Chairman; Robert “Bob” Coble, Secretary; Louis Cortes, Conrad Stinson, Robert “Bob” Hartsock, and Tom Baty.  The DOE/Board of Education Team included: Galo Camacho, chief spokesperson, Richard Tennessen, Frank Iverson, Jeff Keuss, and Frank Rivera.  By May of that year, the first agreement entitled “Two Year Agreement between the Board of Education and the Guam Federation of Teachers Local 1581, AFT” was ratified by GFT and the Board and approved by Governor Carlos Camacho.  The agreement came into effect for the start of the SY1970-71.  (Information and photo courtesy of Confrontation in the Pacific by Bruce G.
