The proposed standards of unethical conduct defined in Bill No. 420-32 is alarmingly vague for Guam’s educators which poses a lot of uncertainty as to what exactly is determined as a misconduct. This may lead to a lot of misinterpretations that can cause serious harm to an educator’s career. GFT will be submitting a testimony explaining concerns of this bill at the public hearing on Monday, November 24, 2014 at 5pm at the Guam Legislature public hearing room.
