The GFT – Port Authority Collective Bargaining Agreement (CBA) has been signed and ratified since November 2012 by the Port Authority General Manager, GFT President and the Chairman of the Port Authority Board of Directors. The next step of the CBA process is review by the Attorney General and then final signature by the Governor. The current General Manager, Joanne Brown, refuses to act in good faith and has not forwarded the signed and ratified CBA to the Attorney General. Therefore, GFT has submitted the CBA to the Attorney General for review. Although the previous Attorney General has expressed that only a Government entity can submit the CBA, GFT requests that the current Attorney General accept the submission by GFT, a Government of Guam Certified Labor Organization authorized to represent workers of the Port Authority of Guam. view the letter
