While negotiations will continue with the special areas of the Collective Bargaining Agreement (CBA) for GDOE Teachers, GFT and GDOE have reached an impasse concerning negotiating the terms and conditions of a teacher’s Duty Day.  According to the Negotiation Ground Rules, an impasse must be resolved through Arbitration.  GFT has appointed Attorney Braddock Huesman as its arbitrator; and GDOE must appoint its arbitrator now and both arbitrators will then select a third party arbitrator for the process. 
 
GDOE has wrongfully taken the stance that the Guam Education Board has unilateral authority over the Teacher Duty Day, therefore, Teacher Duty Day is not an item that can now be included in contract negotiations.  However, GFT has negotiated the teacher Duty Day in past CBAs with the Board.  Review Letter Here
