The work of negotiations is continuing; while there have been agreements between GFT
and GDOE in a number of contractual areas, a substantive disagreement has risen.
GDOE has taken the stance that Guam law gives the Guam Education Board unilateral
authority over the teacher duty day, and therefore, teacher duty day is not an item
that can be included in the negotiations. GFT is reviewing and considering with the
American Federation of Teachers its response to GDOE's position on this paramount
point of negotiations. GDOE welcomes the review and is awaiting the GFT response.

Negotiations remain on-going.  While in December 2015 it was thought a completed
contract would be finalized by the end of the School Year, several fundamental
issues remain to be resolved in the best interest of the teachers, GDOE and the
