GFT reported to the Guam Education Board on concerns regarding the misuse by administrators on PTEP in the following areas: Goal setting, Observations/feedback, forms, Required parent input, Student growth data and Deadlines. After this was reported, Superintendent said he would discuss the issue with our President.

The current PTEP was developed six years ago by a cadre of six teachers and administrators in a joint GFT/GDOE committee.  Cadre members recognized the need for more frequent observations and feedback on teaching practices. There was also a desire in the island community at large to include student growth and parent/student input in the evaluation process. The PTEP is a formative evaluation tool designed to help supervisors and teachers identify strengths and weaknesses. It is designed to be a continual, cyclical process where teachers are able to reflect and improve their craft.

GFT recommends the district take the following actions to ensure proper implementation of the PTEP:

  1. Formal Training for all administrators and teachers in the procedures and purpose of the PTEP.
  2. Data collection of all Form F End of the Year Summary Evaluation from each school site.
