Senator Michael San Nicolas has introduced Bill 303-34 which would amend PEMRA and 2 GARR by removing language that arguably denies collective bargaining rights for law enforcement officers. GFT has petitioned for exclusive recognition on behalf of Guam’s law enforcement peace officers but all peace officers been denied the rights and benefits of collective bargaining by the Governor of Guam even though majority of the officers have expressed their desire, support and need for collective bargaining. Collective bargaining rights for law enforcement have been in place in the United States for over 45 years and Senator San Nicolas has made it point to ensure that the interests of peace officers on Guam will also have the same opportunities to effectively participate in the formulation of policies that affect them in the performance of their duties.

The public hearing for Bill 303-34 is scheduled for Wednesday, July 18, 2018 at 10am in the Guam Congress building. All law enforcement is encouraged to attend and support the right to have a voice in the policy making process affecting them in their working conditions.
