The Civil Service Commission staff report recommends to proceed with a Post Audit Investigation on the promotion of six (6) officers of the Guam Police Department (GPD) in response to a request from GPD officers represented by GFT. The officers assert that proper procedures for the promotions were not followed under the DOA personnel rules and regulations and request that the promotions be rescinded and open for competition in accordance with Guam Law Personnel Rules and Regulations and the Merit System. The six (6) promotions include five (5) Police Officer II’s and one (1) Police Lieutenant.
