GFT members at Guam Behavioral Health and Wellness Center along with GFT staff representatives, brought these concerns to Senator Dennis Rodriguez regarding the implementation of the Hazard Pay Policy that was put in place by the Director of the Agency and the Director of the Department of Administration through Public Law 33-16, which was authored by Senator Rodriguez. The law reinstated the Hazardous pay that was given to employees from 2000 – 2012 to take into effect October 2015. The Hazard pay policy was finally put in place after GFT filed a Writ of Mandamus in the Superior Court of Guam in September 2016 seeking an Order to the Directors of the Guam Behavioral Health and Wellness Center and the Director of the Department of Administration to perform their duty mandated in 4 GCA § 6225.1 to create a Hazard Pay policy. However, the policy as implemented, does not reinstate like the pay was given to employees in 2000 – 2012. In addition, members have not received any hazard pay under the present procedure despite following the process set in the policy. GFT representatives continue to work on various actions to be taken to address this concern with Senator Rodriguez.
