GFT has submitted a petition for exclusive recognition to the Department of Administration for Guam Police Officers and Customs and Quarantine Officers giving the officers the right to a collective bargaining agreement. Exclusive recognition will allow officers to work with management in stipulating changes in their working conditions that will help them effectively perform their duties to protect our island.

Thanks to the passage of Bill 303-34 (PL 34-123) proposed by Senator Michael San Nicolas (now Congressman), language in the law prohibiting law enforcement officers from collective bargaining rights were removed. Once granted recognition, officers will be able to participate as a collective body in the implementation of policies and procedures affecting their working conditions through negotiations with management. GFT is also in the process of submitting a petition for Department of Corrections Officers.
