GFT has submitted testimony in support of Bill 23-35 relative to removing preference point considerations for promotions in the government of Guam. GFT believes that once employed with the government, continued employment and advancement must be based on the value of service, skills, qualifications and character of the employee for the efficiency of government service. The opportunity for advancement provides employees with motivation to further their education and training in their field and perform to the best of their ability for the general public they serve.

GFT is advocating for a government that recognizes that the best performing employees are those who should get ahead, and such a program will motivate employees to put forth the extra effort it takes to receive promotions. GFT absolutely supports the military preference in seeking employment opportunities and believes the section of the code granting preferential points for prior military service for initial employment remain unaffected.
