Teachers and support staff have an essential role of ensuring the safety and well-being of students. They have a duty of care to the students, based on the principle of in loco parentis. As discussed in collective bargaining negotiations, GFT and the Guam Education Board agree that creating a supportive learning environment requires effective management in and outside of the classroom and ensuring student safety is a priority. It is important to understand what steps can be taken when an incident of harassment or abuse occurs. Board policy 901, GDOE SOP 1200-022 and SOP 1200-23 are great resources for all school personnel, parents and students to review and be aware of what steps need to be taken to address these incidences.
